The honest starting point is that most crawlspace conversions beneath strata units don't get approved, and for good reason. The crawlspace under your unit almost certainly isn't your property — it's common property or limited common property belonging to the strata corporation, even if it sits directly below your unit. Before any conversation about permits or engineering, you need to pull your strata plan and review the registered boundaries of your strata lot. In most older Kitsilano lowrises, the lot boundary is the underside of the concrete slab or floor assembly — everything below that is strata common property. Third, have a structural engineer do a preliminary feasibility assessment of the foundation. If all three come back with positive signals, then you're in a position to commission full engineering drawings and apply for permits.
The more common outcome for ground-floor Kits condo owners is that the crawlspace conversion isn't feasible, and the better investment is maximizing the livability of the existing unit footprint.
